Instructions
Prepare the Batter:
In a large mixing bowl, whisk together the flour, cornstarch, baking powder, salt, garlic powder, and onion powder. Gradually add cold sparkling water while stirring to form a smooth, slightly thick batter.
Heat the Oil:
